FCC BEST PRACTICES<\/strong><\/p>\n

As\u00a0part of an effort\u00a0to improve caption quality, the FCC released new closed captioning best practices, which will go into effect on January 15, 2015.<\/p>\n

VITAC<\/a>, which worked\u00a0with the\u00a0agency to develop recommended practices,\u00a0has condensed the 150-page document into a one-page reference sheet<\/a>.<\/p>\n

The new rules address realtime and offline captioning and aim to improve the captioning experience for all users.\u00a0 Quality captions are a team effort, so\u00a0the regulations are divided into Video Programmer responsibilities and VITAC responsibilities. Highlights of the new responsibilities include:<\/p>\n

 <\/p>\n\n\n\n
Video Programmers:<\/strong><\/p>\n
    \n
  • Caption prerecorded programs with offline workflow. “Live-to-tape” is no longer acceptable in most cases.<\/li>\n<\/ul>\n
      \n
    • Provide relevant prep materials for live shows, i.e. guest names, song lyrics, and show rundowns.<\/li>\n<\/ul>\n
        \n
      • Communicate caption issues to\u00a0captioners in a timely manner.<\/li>\n<\/ul>\n<\/td>\n
VITAC:<\/strong><\/p>\n
    \n
  • Ensure captions are verbatim, error-free, synched, and include speaker ID’s and sound effects.<\/li>\n<\/ul>\n
      \n
    • Verify Captioners are prepared and in position prior to their scheduled assignment.<\/li>\n<\/ul>\n
        \n
      • Monitor captions and alert video programmers of technical issues.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n
